Biogeographic Seminars in Western Balkans

The Council of Europe is considering starting a process to evaluate the Emerald network through Biogeographic Seminars (similarly to the EU Natura 2000 process). They have scheduled a "pilot discussion" for the South Eastern Countries (AL, BiH, HR, MK, RS, ME) for November this year, and they expect to have the first real seminar by October 2011. Switzerland will attend as an observer to the discussion in November. They would like to complete the process within the next 2-3 years (I assume that for all Bern Convention signatories).
